te report goes back many years, and like with Iraq had unanswered questions about many items such as 3 undeclared buildings in 2003 that had traces of uranium which was never explained. Buildings quickly demolished so no verification possible. They have also had many other deviations from expected behaviour which creates a lot of distrust. It's enrichement beyond 3.5% is legal as per NPT (but not JCPOA), but compliance with declarations/inspections isn't good enough.
