That is a huge problem and I'm not sure what the solution is. My focus is on the, what maybe 40% of the potential electorate who are not motivated to vote. I strongly suspect that if they were forced to vote (and I'm not suggesting they should be forced), they would vote for majoritarian policies. In other words, they would support progressives. But I could be wrong about that.
