Good question. I put the odds at 50:50. A change of HS is a good opportunity to drop an increasingly untenable policy, but Starmer will still take some damage from doing so, so he may be tempted to tell the new HS to hang on. (Plus, for all we know, the secret intel they've been using as justification might actually be real)
