This city lacked the infrastructure and access to mass transit that are crucial to most YIMBY projects. The land is only accessible by two-lane highways and bridges. There are no transit hubs.
And there were other issues including water rights for only 100K people and would draw from the Sacramento River.
Questions were answered with more promises: a sports complex, a recreation lagoon, and $400M in down payment assistance that wasn't really down payment assistance if you read the fine print.
The best answers were the non-answers regarding highways and housing. Well, best if you want your head to spin.
