Solano County, which is between San Francisco and Sacramento, was targeted by some billionaires.
In the mid-1980s, faced with a proposed subdivision that was going to encroach on Travis AFB, the county passed a slow-growth initiative limiting development inside of the seven existing cities. The county has since voted to extend the zoning regulations twice - in 1994 and 2008.
In about 2017, a company started buying up ranches, and because of the location near Travis, the federal government started asking questions. Hiding behind corporate laws, the company only volunteered that it had no ties to China. By the time the NYT exposed the billionaires behind the project, they were the largest landowners in the county with approximately 60K acres.
Within days, they disclosed that they wanted to build a city right outside one of the smaller cities in the county - one with only 10K residents. The new city would be home to 400K people, doubling the size of the county.
