my father told me that when 18 was the drinking age, 15 year olds could pass. he told me he was regularly in bars at 16. i think the 21 law was a nod that 18 year olds would probably be in bars. i think ID tech musta sucked. maybe a note from your mom on notebook paper was good enough then.
not that it matters, but i dont think 18 year olds do anything publicly social anymore.
