They do encourage citizens to break that silence to inform on someone else. That’s what the Ministry of Magic (via the government they control) wants, for the populace to police itself—for meager rewards.
That way, you never know who you can trust.
The lone, trustworthy aid is the Eye of Justice, as revealed in Book-2.
