I will go further:
Bureaucratic jobs -- public and private -- require you to follow procedure/method/means and are unconcerned with consequences, because those are not felt by the bureaucrats and civil servant employees. These are external to the population, unlike the aristocracy; this is at least true in terms of their psychology.
In economic terms, bureaucratic jobs reward compliance to method instead of results, therefore Darwinistically select out anyone concerned with results.
