true. But when the government helps poor people be more productive the money circulates before it get parked by the rich in offshore savings or processions (like 3rd homes or yachts).

A huge tax cut for the wealthy - that money didn't go anywhere new. It didn't make anyone healthier or increase productivity. A year from now they may opt for the gold plated version. The money will circulate, but slower.

The wealthy get it eventually, but who does it help along the way?
