Well that's sort of what Quality Adjusted Life Years are intended to achieve in the measurement of the cost benefit of specific medical interventions.... although there are all sorts of moral & practical issues around the financial measurement of life/health - so I think you'll find somewhere in the statistical annexes of many health plans, something like what you suggest, albeit often not made as explicit as you suggest.
