I will be frank — because I know w/ 99% confidence where your confusions come from: While we owe RMS much for his excellent work (particularly writing all the GPL Agreements) — frankly RMS misunderstands a lot about its enforcement b/c he hasn't done GPL enforcement himself since early 1990s.
I urge you to read materials on https://sfc.ngo/vizio as it clears up many of the confusions you expressed.
