On a couple occasions I've witnessed that if you take a small program written in ordinary C, and you spend some effort to make it fast, you can get 10x-100x speedup.
Let's say only the 10x speedup end of the range generalizes to most software.
Imagine if, instead of writing new software, more effort was spent on optimizing existing software.
