What people are calling for is for H1-B visas to end. Elon wanted to increase them because he wanted "high skilled labors from offshore". People pointed out that "high skilled labor" doesn't comprise cashiers working for 20k/year.
Elon is now backtracking and saying that the solution is to raise the minimum wages for H1-B visas and charging extra fees from whoever uses H1-B employees. This will stop the slave work coming from other countries, and will ensure that these jobs are going to Americans. It will hurt big companies, that are the ones using this slave work, mom and pop shops aren't hiring pajeets through government programs.
