Every *possible* part of that factory could be the reason for the raids, it doesn't matter which -- they're just excuses in the end, and excuses which won't be useful in convincing South Korea to begin investing in additional projects in the US.
I'd say 'you wouldn't treat a dog like they treated those workers', but Kristi Noem has already amply demonstrated that she would, so that turn of phrase is kinda meaningless here, isn't it?
