As a German Shepherd owner, I nearly always keep her on at least an extendable lead. This is the advice I have always read. The only exception might be a very quiet, beach, but in reality I don't as she would eat sand or get it down her ear.
Some dogs need to train their owners better. Complete idiot, and dangerous with it.
