I do think we need to be a little careful here. IMHO China has done a pretty impressive job in building a home grown renewables industry in the past 20 years from scratch. I don't believe any other nation has done that.
The historic fact that they relied heavily on coal, something other nations did in my memory, is the main factor behind these data. Remember we have to factor in all the embargoes on China that meant they couldn't buy-in technology like other countries did.
So although I agree it would be preferable for China not to burn so much coal I would ask what you would realistically have expected?
