I'm going to have to respectfully disagree with you there - I think RCV and open primaries are complimentary, after having experienced large mayoral primaries both in NYC and Seattle with 10+ viable candidates. That's not to say that BOE can't/won't screw up implementation, and obviously I don't trust stuff coming from an Adams' administration, but..
