My own reading of Aditya's comment is that he is concerned the change would *undermine* the benefits of RCV. https://www.nyc.gov/assets/charter/downloads/pdf/2025/2025-Charter-Revision-Commission-Final-Report.pdf discusses a few possible ways open primaries could work, and heavily leans toward retaining RCV.
