The UK Treasury is planning to relax ring-fencing rules for the largest banks, allowing a 10% transfer from ring-fenced (retail) deposits into other operations *provided* these funds are used to support the 'real economy';
you can bet that Bankers will be seeking a highly permissive definition of the 'real economy'.
Whether you think this might be a problem (the relaxed ring fence that, is) depends on whether you think bankers have changed their character since 2008....
