FPS's testing of the new FAFSA system identified 16 defects, but they fixed the nine most urgent ones between December 23–30. So, hey, good to go! But then they launched it and found 55 defects, some *extremely* serious, e.g. calculating some students' aid eligibility incorrectly.
Software is going to have bugs! That's why you shouldn't do a big-bang release like this! Nobody made them switch from the old system to the new system in a single day. They did that to themselves.
