What is always striking about 'small state' conservatives, is they're arguing for a small state right up to the moment they win power, and then they find lots of people they need to control and so the state just gets bigger (see the recent decade & a half of Tory govt. for instance)... it's almost like what they really don't like is when the state is set up to (albeit unevenly) support the general population rather than bring run as a service provider for the rich.
