Primary candidates are chosen by primary voters, not parties. Anyone may run in any party primary, and the party cannot stop any given candidate from winning nomination by that. That's how Taco took over the GOP: Most GOP leaders of the time couldn't stand him, but GOP voters felt differently, and that was the end of it.

There's no legal mechanism that would have allowed the DNC to disallow Bloomberg from running.
