people at village scale can actually mutually enforce the rules if they have the mind for it. there is very little scaling beyond that before it becomes an extraction lever. the belief it is impossible is part of the reason why it rarely happens. the archaology of the ancient city of jericho has no signs of a system that had a government in the form we are familiar with now. no king, no artifacts hinting at the existence of one. the bible has accounts of how it was done - judges, not kings, and the judges competed to be the most well reputed and impartial. none of the modern justifications for large scale government systems are legitimate. they aren't logical, and they violate ancient principles of law dating back thousands of years.
