well, for starters none of those call centres are actually owned by Visa or Mastercard, it's all contracted out. When call centre people go off the handle, the companies contracting the centres usually don't even know about it, it's treated as internal matters for the call centres unless it spirals into something huge (like this). Given how Big Credit Card has been acting the same way as Westminster, though, I don't expect them to really care about this behaviour though.
