It's not a law. It's a decision that strikes down a policy which might also be a law, it does not create a criminal law, that's not in the federal judiciary's remit.

It provides grounds for civil suits, but ultimately that only matters if the Supreme Court later enforces it, which they generally refuse to do WRT to other things our ruling trash dislikes, like the Right to Keep and Bear Arms.
