I think there are some Jevons-type effects too. When busses are free i can use it to for small journeys for which i wouldn't (or might not) pay GBP 5: volunteering for a two hours in town; a part-time job that is 3 days of 4 hours; buying a single drill-bit/brush/postcard from a place in town. More money spent goes into the local economy.
