Huh? EU doesn't have anything to do with HVAC installation. That's a national topic. I know plenty of homes and businesses with air conditioning.
We just don't have it in most of the houses because it's pointless. The houses stay cool almost all year, due to the thick walls, so nobody wants to spend money on air conditioning that only runs for a few weeks in summer. We even have entire years where it basically never gets hot in the houses.
We've thought about getting one, for our apartment, but we just sleep downstairs in the guest bedrooms for a couple of days, so far. The ground floor never gets above 25°C because the house is essentially a castle. The walls are about 1.5 m thick and the windows are triple-glassed and have heavy-duty, external blinds.
Americans use air conditioning systems to heat, whereas we use heating systems for hot water. It's a different infrastructure.
Sounds like madness...
