I've in construction for 30 years and I can attest - the permit process has nose dived for the last 10 years and it takes 13 months to build a 10-story building now. However, it is much more safer than it was in the 30s, but the red tape is insane!

I have gotten two or three calls/texts from phishers claiming to be from Strike, asking if was trying to buy Bitcoin in Hamburg. The one I spoke to sent me a link that consisted of some characters followed by strike.me that took me to some site that looked like Strike's page. They work SO hard to take money from others! If they would put that energy somewhere else, they'd be better off!
