Where are these drugs coming from, and why don't the police arrest the drug dealers?

From what I've read, the raw materials to make Fentanyl comes from China, and it's manufactured by the cartels in Mexico. Very little Fentanyl comes from Venezuela.
Of course, drug addicts need drug rehab, etc. They are human beings. Unfortunately, there aren't enough beds in detox centers. Detox them and give them drug counseling, etc. If they continue to use, and go back to petty crime and crapping on the streets, lock them up in an institution or jail.

I'm glad she filed a lawsuit. He should have NEVER been transferred to a women's prison. This was tantamount to state sanctioned sexual harassment and assault. She was locked in a cell with a 6'4" intact, male genitalia and all criminal. What could she do?
