Today, we designated ChatGPT as a Very Large Online Search Engine and Reddit and Roblox as Very Large Online Platforms under the DSA.
These services indicated that they reach at least 45 million average monthly users in the EU and thus meet the threshold for designation.
ChatGPT, Reddit and Roblox, will now be held to a higher standard of scrutiny and accountability in the EU, in line with their large impact on our citizens and society.

Earlier this week we met again with Meta and TikTok to advance our cooperation on the Ceuta situation.
Both platforms have ramped up enforcement against human smuggling and disinformation.
And these actions are supported by a reinforced regional and global fact-checking network.
Together, we continue to monitor developments closely to assess what further actions are needed.

Sunday marks the beginning of enforcement for the AI Act. The new transparency rules will also start to apply.
Under the new rules, chatbots & other interactive AI systems will have to tell users they are dealing with AI, not a human. Deepfakes will have to be labelled. AI-generated or altered content will also have to carry machine-readable marks so it can be detected.
We are taking an important step towards AI that people and businesses can understand and trust.

We are following closely the situation in Ceuta.
As President von der Leyen said, dangerous crossings must stop immediately. Smuggling networks must be dismantled. And returns must be swift, in line with our rules.
Protecting the Union’s external borders is a crucial part of our efforts to tackle irregular migration and prevent dangerous journeys.

The AI Gigafactories call is now open.
Today, we launched a call for tenders to establish up to 7 AI Gigafactories across Europe, boosting Europe’s computing capacity and unlocking more than €30 billion in investment.
I am pleased to see Member States, industry, and the Commission coming together to build these facilities, which are key to strengthening our technological sovereignty.
This is a milestone for Europe in becoming an AI Continent.

We took two decisions finding non-compliance by Google with the DMA for self-preferencing its own services on Google Search, and for putting in place restrictions on businesses to direct consumers to alternative, often cheaper, purchase channels on Google Play.
In this regard, we issued Google a fine of €460 million and a fine of €430 million respectively.
We will not hesitate to use our tools to safeguard business and innovation opportunities opened up by the DMA.

The guidelines to help providers and deployers of AI systems meet the EU AI Act’s transparency obligations have been published.
Why are they important?
The transparency obligations, which start to apply on 2 August, will help people recognise when they are interacting with AI or when content has been generated or altered by AI, reducing the risk of deception & manipulation.

Today, we fined AliExpress €550M for breaching its obligations under the DSA to diligently assess and mitigate risks relating to the sale of illegal, unsafe or counterfeit products on its e-commerce platform.
Scale is not an excuse; risks must be identified and addressed systematically to ensure consumers can safely shop online.
Today, we are holding AliExpress to this standard and request it to take action.

Keeping kids safe online is a top priority.
Today, the Commission has preliminarily found porn platforms Pornhub, Stripchat, XNXX, and XVideos in breach of the Digital Services Act for allowing minors to access adult content.
We’ve also launched investigation into Snapchat under doubts that the platform has failed to adequately protect minors from harmful content, grooming, and illegal products like drugs and vapes. We also suspect that they have failed to verify users age sufficiently.

Today, we have launched an investigation into Shein under the #DSA.
The investigation concerns the platform’s potentially addictive design features, the lack of transparency around its recommender systems, and the sale of illegal products, including child sexual abuse material.
In the EU, illegal products are prohibited whether they are sold on a store shelf or through an online marketplace.

97% of young people in the EU use internet daily. Today, on Safer Internet Day, Europe takes a step forward in protecting and empowering young people online.

Today in Leuven to inaugurate Europe’s largest #ChipsAct pilot line, NanoIC at IMEC. A milestone for EU semiconductor development and manufacturing.
This pilot line will enable the next gen of advanced semiconductor technologies essential for future tech and our competitiveness.

Today, the Commission has preliminarily found TikTok in breach of the DSA, for its addictive design.
This includes features such as infinite scroll, autoplay, push notifications, and its highly personalised recommender system.
TikTok seems to fail to implement reasonable, proportionate and effective measures to mitigate risks stemming from its addictive design.
At this stage, the Commission considers that TikTok needs to change the basic design of its service.

Creating fake, sexual images of women and children is a cruel and unacceptable form of abuse. We will not accept that.
Today, the European Commission has launched new investigation against X under the DSA. We have taken investigative steps and suspect that X has not properly assessed and mitigated risk on Grok´s functionalities. This includes the risk of spreading illegal content in the EU, like fake sexual images and child abuse material.
