That's a fairly ridiculous comparison. The members have completely different (and certainly far more expensive) obligations to fulfill with their budgets. A budget of 1% may be huge, or it may be nothing, depending on what they're expected to do with it.

It was about complicity, not primarily blackmail.
Blackmail is unreliable, because how can you trust the blackmailer doesn't out you anyway? Or keep extorting you again and again? But if you do bad things together, you build a shared interest. You are already sharing secrets, now it's easier to conspire more.
You know the extortionist won't use blackmail casually against you, because it's risky for him too. It's just the nuclear option in your relationship.

To secretly take US money to advance US interests in your country, is bad. Really bad. I think it's "you need to stop that immediately and saving your own skin isn't an excuse" bad.
