On 15 July, EU Foreign Ministers will decide how to respond to Israel’s breach of human rights obligations.
Kaja Kallas’ options paper includes 6 measures:
1️⃣ Full suspension of the EU-Israel Agreement (unanimity – blocked by 🇭🇺🇨🇿🇦🇹)
2️⃣ Suspend trade, arms, Horizon Europe (QMV – blocked unless 🇩🇪🇮🇹 agree)
3️⃣ Maintain status quo for Israeli “gestures”
4️⃣ Sanction extremist ministers (Smotrich, Ben Gvir – unanimity)
5️⃣ Expand settler blacklist (unanimity – veto risk)
6️⃣ Russia-style sanctions (not seriously considered)
All legally possible. Politically fragile.
