When designing behavioural interventions you should address the factors to adoption.

Context is variable but humans psychology is consistent.

In my work these two often show up:

1. Normative pressure - Values, norms, and expectations shared among a social network slow adoption in order to fit into a broader social structure

2. Perceived switching cost - The gains of the designed change are not perceived subjectively higher than the losses of giving up old behavior
