Cosmic Desktop has potential to be really nice - it still needs more polish though.
The 1.0 release of Cosmic Desktop does NOT feel like a 1.0 release to me, it still feels like beta software, sadly.
I'm not so sure about the Ubuntu base of Pop OS though, they've managed to let Linus of LTT down twice so far!
