Yes and that is how it worked in the past soft forks. But still eventually miners will need to decide whether to join BIP 110 or no.
Not sure about Bitkey as I don't use it. Maybe check with AI what it will say about Bitkey options. Matt Kratter / Bitcoin University has videos about connecting hardware wallet to your node but can't remember which hw he used.
