[ orangecheck/oc-packages ] chore(renovate): revert design fast-track — fan-out blocked by token perms, not the window
Renovate is 403 on GitHub commits/{sha}/statuses (can't read CI to auto-merge);
that's a RENOVATE_TOKEN scope issue, independent of the stability window. Restore
defaults; the design 0.9.1 fan-out resumes once the token gains commit-statuses
+ checks read.
