I agree that limiting payments to lightning may be shortsighted. Free relays plus premium services makes a lot of sense.

Relays could offer rate-limited services for free, with increased usage limits for paid users, or otherwise apply limits.

I don’t think lightning has to be the only payment model though. Just like in Bitcoin, miners can be given incentives via many mechanisms. E.g. if I run a relay and you want ‘premium’ usage, you could pay me via any medium, like cash, and I could up your limits. Clients would be oblivious to this.
