idk they're the most embargoed country on earth (even despite russian sanctions) and still are one of the most developed countries in central america. Unlike Brazil, Cuba is a very high development index country (same category as USA). Life expectancy is higher than the USA too. I'd consider that to be a reasonable success given the difficult conditions Cuba has been and continues to be subject to. It certainly isn't a failure like Haiti.
