Was going to mention Retroreflectors on the moon, but realized that I think the idea there is to reflect back the same way it came in.
So it would be from Mexico back to the same point in Mexico. Great for science, poor for communication.
(And why any signal sent from earth more than likely will scatter too much before getting anywhere fun, unless I misremember too much.)
