Yes the data on the drives on people’s computers is just random 1 and 0s. The crime is the creation and the procurement of cp. if law enforcement can’t prove that data on a device was intentionally procured they have an extremely weak case. Any jury that would convict someone with no other evidence or supporting facts is insane. The Bitcoin block chain is not only a terrible method for cp distribution it is widely recognized that node runners don’t monitor the content of the transactions. The fact that you need a special software to piece together the cp vs just an image program is irrelevant.
