All I know is that, in my country, the US, we have a hard time getting police officers to not shoot and kill people just because they feel like it. We used to have laws like, "Only shoot if in imminent danger." Now we have "Qualified Immunity" laws that basically just let police do whatever they want for whatever reason and they don't even have to give one. They've gone from being "heroes" to being thugs in uniform. Gotta have some guardrails around theme too, not just around everyone else. At the same time, too many guardrails are too many. It's a balancing act.
