Any changes for the better on issues that are getting bad press, eg child benefit cap and winter fuel allowance, will likely be offset by taking money or services from vulnerable people elsewhere. Some tinkering of ISAs isn't going to cover the shortfall, so I'd expect the benefits system, schools, or NHS will be under pressure to 'increase productivity' aka save money, cut staff etc.
