This is the kind of thing that I mean when I talk about harm reduction.
Harm reduction is about _reduction of harm going forward_. People seem to have gotten it into their heads somehow that "harm reduction" means "reducing the harm that has already happened."
That has _never_ been the definition, yet here we are.
