I first import only the JPEGs to Apple Photos. Then I edit and mark my favorites. Finally, I (manually, slowly, painfully) import only the RAWs that correspond to the JPEGs I marked as favorites. I may then re-edit the RAW versions of some favorites. I keep everything I’ve imported unless it’s out of focus or similarly bad.
