it takes literally nothing to reject using malware. just don't use it. using takes expenses, paying for hardware, for proporietary software, for everything. not using is absolutely free.
it does not matter what "everybody expects" unless it's illegal. and it's absolutely legal to have no tracking devices, this is a fact,
so I'm sure people are the source of their own problems in 99% cases.
