Is it an eMMC or an NVMe/SATA SSD? I've seen weird things like this with eMMC storage before. You can try a tool like gparted live CD, and if it sees the drive you can do a blkdiscard command on it and that might put it in a state where any other OS can see it. That's worked for me in the past anyway.
