i think i'm missing where exactly you're coming from, but i've generally found, at least with the work i've previously done or been drawn towards, that "comments" are typically the least powerful/useful way to convey thinking

i've generally gotten much more value out of architecture diagrams, project-planning-related documents, or even academia-style algorithm explanations
