I'm making a guess here: It has been my understanding that one of Google's purposes when making StreetView was to capture all of the wi-fi SSIDs and their locations, so that those could be used in Google products as one of their geo-location mechanisms. If most of the city's wi-fi nets go down those Waymo cars could have lost one of their primary navigation sources.

That's just a guess.
