Except the war on drugs was never actually a war. In a war you kill people. What was happening is people would just go to jail for awhile, get out and go straight back to dealing. But if you start killing the dealers, the vast majority of them would stop dealing because the risk of death ain't worth the cash. Make the war on drugs an actual war by killing the peddlers and cruise missile striking cartel mansions and the drug supply would dry up.
