But everyone has these ID's. It's not like there are thousands of people who can't drive just because the procedure if getting an ID is to hard. The same thing can apply for citizenship.
The gov knows who is a citizen. And even in the odd cases in which it is not known, it's relatively easy to prove.
This system is working in 99% of current democracies. There is no reason it shouldn't work in the USA
